Sheila’s practice focuses on the design, preparation, administration and operation of employer-sponsored health and welfare benefits plans (including cafeteria plans, FSAs, DCAPs, HRAs, major medical plans, and ancillary and excepted benefit plans) and the compliance of such plans with the obligations imposed under ERISA, ACA, COBRA, HIPAA, FMLA, MHPAEA, the Internal Revenue Code and other relevant laws. Sheila also has extensive experience managing benefits-related disputes and litigation, and drafting and negotiating service agreements with plan vendors.
Sheila has enjoyed both private practice and in-house counsel roles during her career. She served as in-house counsel to a large national third party administrator (TPA), where she assumed the lead role in advising several distinct lines of business within the company. She also served as internal compliance counsel to smaller, regional TPAs.
During her years in private practice, Sheila prepared plan-related documentation for both private and publicly-traded entities, and counseled employers on both their fiduciary responsibilities and nuanced compliance issues. She also provided day-to-day legal advice and practical guidance to support the business operations of her plan vendor clients, which included provider networks, telemedicine companies, TPAs, medical “tourism” facilitators, health maintenance organizations, technology companies, law firms and benefits consulting companies.
